			<content:encoded><![CDATA[<p>A happy New Years Day present for traffic safety in Kansas.  Today the Kansas texting-while-driving ban goes into effect for anyone of any age.  The <strong>$60-100 fine also applies when stopped at a stop sign or red light.</strong> Texting is also a primary offense, which means police can pull someone over for texting without observing any other violation.</p>
<p>Missouri&#8217;s two year-old texting ban only applies to people under 21, despite several efforts to extend it to all ages.  This year there are already two bills filed in the General Assembly to try again, <a href="http://www.house.mo.gov/billsummary.aspx?bill=HB93&amp;year=2011&amp;code=R">House Bill 90</a> and <a href="http://www.senate.mo.gov/11info/BTS_Web/Bill.aspx?SessionType=R&amp;BillID=4065315">Senate Bill 11</a>.</p>

			<content:encoded><![CDATA[<p>Tonight a cyclist is in the hospital with life threatening injuries after being hit by an apparently inattentive driver on <strong>NW 46th and Antioch in KCMO</strong>. According to KMBC-TV the driver with a suspended license &#8220;looked down&#8221; and then the cyclist <strong>&#8220;came out of nowhere.&#8221;</strong> This stretch of Antioch between I-35 and Vivion Road is a designated bike route that&#8217;s wide and flat, with good sight lines.  Police are investigating and these are all the details we have at this time.<strong><br />

			<content:encoded><![CDATA[<p>We&#8217;re just now hearing some bad news from last week&#8230;</p>
<p>On Sunday August 29th <strong>Kenneth R. Holmes was hit and killed </strong>by Kenneth R. Schafer on Route 58 between Stasburg and Kingsville in <strong>rural Cass County</strong> (<a href="http://maps.google.com/maps?q=38.757882,-94.13334&amp;ie=UTF8&amp;ll=38.760509,-94.12674&amp;spn=0.320718,0.512924&amp;z=11">map</a>). While the motorist has been <a href="http://www.mshp.dps.mo.gov/HP68/AccidentDetailsAction?ACC_RPT_NUM=A102176A">identified</a>, there is no information yet on arrest or criminal charges. It appears that Shafer was attempting to overtake and pass Holmes when he hit him on stretch of road that does not have shoulders but does have good sight lines. Holmes is the <a href="http://kcbike.info/maps/crash">third fatality</a> of the year in the KC metro area. <span>Visitation is 10:00 AM Saturday and funeral follows at 11:00AM at Grace United Methodist Church, 2400 E 50 Highway in Lees Summit, MO.</span></p>
<p>Then on <strong>Friday in Warrensburg,</strong> <strong>Michael Martin</strong> was hit and seriously injured in what police say was likely <strong>an intentional act of violence by the motorist</strong>. The motorist fled the scene, but <a href="http://dailystarjournal.com/main.asp?SectionID=1&amp;SubSectionID=1&amp;ArticleID=11542">police do have a lead</a> and are treating the crime seriously. Touring cyclist Matt Cazalas of Kirkwood, MO<a href="http://www.crazyguyonabike.com/doc/page/?o=RrzKj&amp;page_id=165517&amp;v=1G"> happened upon the crash</a> scene while passing through Warrensburg.</p>

Police are investigating, and news media is reporting conflicting information.  We&#8217;ll post updates as we have them.</p>
<p><a href="http://www.kmbc.com/news/24782123/detail.html">KMBC-TV 9 reports</a> the couple are in the forties and were traveling westbound on 133rd when they were struck by a vehicle making a left turn from southbound Nall. KMBC also reports the motorist claims he &#8220;didn&#8217;t see&#8221; the cyclists <strong>has not been ticketed </strong>pending the police investigation.</p>
<p>Meanwhile, <a href="http://www.kctv5.com/news/24783604/detail.html">KCTV-5 says</a> the cyclists were going east and the SUV was going west on 133rd.  KCTV also says that while both cyclists were wearing helmets, the husband is at Overland Park Regional Hospital with a <strong>head injury</strong>.  The wife seems to have only minor injuries.</p>

<p>Najeeba was from an Afghan refugee family and was just now learning to ride a bike.  Some TV reports indicated that she might have failed to stop at a stop sign, and there are no indications the motorist was at fault.</p>

<p>An 18-year-old Overland Park bicyclist who  was severely injured this month in a collision with a trash truck has  died, her family confirmed Saturday.</p>
<p>Najeeba Hassan Jan died  Wednesday from injuries she suffered Aug. 5. A graveside service was  held Thursday at Mount Moriah Cemetery.</p>
<p>It was one more tragedy  for an Afghan refugee family that already had experienced more than its  share of heartache, according to family friend and spokesman Reza  Hashemi.</p>
<p>One of Hassan Jan’s brothers was killed by a land mine  in Afghanistan. Her father, a farmer, also was killed in war-torn  Afghanistan, Hashemi said.</p>
<p>Hassan Jan moved with her mother,  three sisters and two brothers to Pakistan in the late 1990s and then to  the Kansas City area in 2002. They lived in Wyandotte County before  moving to Overland Park in January 2008.</p>
<p>Life had been good for  the family in the U.S., and Hassan Jan was looking forward to the  future, said her sister, Latifa Hassan Jan. “There was so much she  wanted to do,” she said.</p>
<p>Her sister said Hassan Jan finished  classes at Shawnee Mission West High School in May 2009 but needed to  complete one more half-credit of coursework. She hoped to be a  journalist or a nurse.</p>
<p>Latifa Hassan Jan said her sister was  hopeful of getting an interview soon at a nursing home. She said she  also had just been learning to ride a bike before the accident.</p>
<p>Police  said Hassan Jan was riding south on Moody Park Drive when she collided  with a trash truck that was westbound on 95th Street. Overland Park  police said Saturday that the accident is still under investigation.</p></blockquote>

<p><em><strong>11:00 a.m.</strong></em> KCPD is saying it appears the cyclist fell in front a car.  Some reports say he was not carrying any identification, so it may be awhile before police identify him.  There are conflicting news reports about whether the cyclist was on the street or on the sidewalk.</p>
<p><em><strong>Saturday May 22nd: </strong></em>KCPD have released the name Carl C. Hansen, 45.  He was homeless person who is believed to have been living in a camp near the crash site. It looks like Carl was riding in the grass alongside the road when he lost his balance and fell in front of a passing car.</p>
