Pujols gets 15 years in Chris Cooper killing, family seeks reform of police chase policy

Chris Cooper Wilfredo Pujols has been sentenced to 15 years in the hit-and-run death of teen bicyclist Chris Cooper in Independence in November 2007. Pujols had pleaded guilty to second degree murder in December of 2008, and was finally sentenced this week. Meanwhile, the Cooper family is pursuing a civil case against the Independence Police Department with the goal of changing their high speed pursuit policy.  The city has had several bad wrecks in recent years associated with police chases.  The situation in Independence is very similar to Kansas City, MO in 2003.  That is when Toni Sena was hit and killed by a criminal fleeing the police.  After her death, family and fellow bicyclists organized a successful campaign to reform the KCPD's police chase policy.
