It's not uncommon to see people riding on the street without either. The report I saw this morning kept making a big point of how this was a homeless guy on a bike with no lights or reflectors - who had been warned several times about riding this way at night. The went on to say that the driver won't be ticketed -- but I'm sure she'll be haunted by the memory of this for a very long time. Very sad.
