		<description>Update from another email Sarah sent out earlier today:

the greater kansas city bicycle federation
has initiated a free light program for kansas city
there are right now free light sets in the hands of gkcbf members
and many have been given away already
missouri bank and trust sponsors this program
we are also working with the kcmo pd
in hopes that they too
will create a free light program
thru their officers

in lewis' case
this wouldnt have been enuf
at acme we gave lewis a half dozen sets of lights or more
over the years
and we talked to him about why he needed to leave them on his bike
lewis actually loved lights n reflectors
but because of lifes circumstances
he usually ended up either selling the lights
or taking out the batteries for his walkman
this is a tragic story</description>

		<description>Maybe instead of just another ghost bike a campaign could be started to make sure area bicyclists (esp lower income people) have reflectors--or better yet, lights--on their rides. It's not uncommon to see people riding on the street without either.</description>

		<description>Very sad.  The report I saw this morning kept making a big point of how this was a homeless guy on a bike with no lights or reflectors - who had been warned several times about riding this way at night.  The went on to say that the driver won't be ticketed -- but I'm sure she'll be haunted by the memory of this for a very long time.</description>
